The FCC, do control the hardware, and what goes out through it, as part of the liscensing, the major broadcast networks agree to these stipulations. However, if it were a cable channel, this would not be a discussion. Persoanlly, years ago we didn’t have access to this on TV, and I don’t see why we need it now. But on another note you cannot try to legislate morality.
